look at one of the most impor-
tant infrastructure projects going on in
Ontario: construction of the Rt. Hon.
Herb Gray Parkway.
CIO was able to connect with In-
frastructure Ontario (IO), the Ministry
of Transportation, the Windsor Essex
Mobility Group (WEMG), and Park-
way Infrastructure Constructors (PIC)
to discuss the project process, impacts
on local and national communities,
and outcomes for transportation.
What is the structure of the proj-
ect? i.e. what is the alternative pro-
curement and financing model?
IO and MTO:
The Rt. Hon. Herb
Gray Parkway is being delivered us-
ing Ontario’s alternative financing and
procurement (AFP) delivery model. In
December 2010, following a competi-
tive procurement process, the Windsor
Essex Mobility Group (WEMG) signed
a contract with the Province to design,
build, finance and maintain the Park-
way over a 30-year period.
WEMG is a consortium made up
of ACS Infrastructure Canada Inc., Ac-
ciona Concessions Canada, and Fluor
Canada Ltd.
The design and construction of
the project is being performed under
contract with Parkway Infrastructure
Constructors (PIC), a joint venture of
Fluor Canada Ltd., Dragados Canada
Inc. and Acciona Infrastructures Cana-
da Inc.
How is the project administered
by all parties involved?
IO:
The project is administered
through the Project Agreement. The
Guiding Principle of the Project Agree-
ment is that risks are transferred to the
party best able to manage them.
The Project Agreement is a series of
interconnected legal agreements/
schedules.
It defines the roles/responsibilities
of the various parties (Infrastructure
Ontario, the Ministry of Transporta-
tion and the Windsor Essex Mobility
Group).
The Project Agreement covers con-
struction and the 30 year operation-
al period.
There are approximately 59 Provi-
sions in the main Project Agreement
plus approximately 32 schedules.
The Windsor Essex Mobility Group is
responsible for:
designing, building, financing and
maintaining the Rt. Hon. Herb Gray
Parkway for 30 years
consulting with the community dur-
ing design and construction of the
Windsor-Detroit is Canada’s busiest land border
crossing and carries nearly one third of trade.
